The 6,000-unit housing project in Constantine is invested and developed by the Housing Improvement and Development Agency under Algerian Ministry of Housing and Development，it is a people`s livelihood project of great importance with large working volumes and covers a wide land areas of complex terrains, moreover, the land plots inside the red lines of the project contains a large number of existing municipal buildings which are outside the contractual ranges and the construction conditions are extremely complicated.
